Light Art = The technique in which a picture/scene is exposed for a certain number of seconds during which all light that comes into visible exposure would be captured.

I like the car light streaking...it would've been prettier if the background was darker, though..

Yea, well.. Ganun eh.. Hahaha!! Can't really change the background coz whether we like it or not, the longer exposed, the brighter everything gets.. XD Here's one that a friend of mine took.. So there..

It's called exposure settings.. XD Most cameras have split second shutter speeds, but if you put your camera on a tripod to eliminate shakiness, then set a 10-second or 15-second or even a 60-second shutter speed to your camera, then whatever the camera sees within those number of seconds will be recorded and whatever moves, appears in a blur..
